我在这道题目上也不是拿的很准，但是后来我自己是这样分析的，你可以看一下

1992的已经用了过去时，那IN PREVIOUS ELECTION过去的过去，那即使要加的话也是

a greater proportion than it had been 选项没有

故此选最优，就是B了

it指代"costs"错误；"was"错误。
把句子简化、变化一下就清楚了: Television costs accounted for a greater proportion (of spending in presidential campaigns) than (they did) in any previous election.
所以选B)
