strain的主语一定要是depression，不能是Japan吗？

主语一定是depression，因为是萧条造成了过度紧张

我也有问题：C为什么不对，it承前指代最近的名词unemployment似乎意思也说得通吧

如果第二個句子的主語是代詞, 它是指代並列中的第一個句子的主語. 除非第一個句子的主語是possesive的代詞.
所以C的it是指Japan
如果要指unemployment的話, 我覺得C要改成

or
with double-digit unemployment, such unemployment could severely strain

C的unemployment不是失业的意思而是失业率. 因为前面有double-digit限定. 两位数只可能修饰失业率而不是失业.所以失业率不可能做strain的动作发出者.
