Kernland imposes a high tariff on the export of unprocessed cashew nuts in order to ensure that the nuts are sold to domestic processing plants. 该题认为取消关税会导致城市失业率上升

答案是说农作物的利润不足使失业率上升

这个应该是给出他因的削弱

E的前提是不取消tariff。所以如果不取消tariff，也会增加urban unemployment。原文里政府的观点是如果取消tariff会增加urban unemployment。所以E weaken了gov's argument.
