选A没问题，但是我没找到不划线部分的they的指代。从意义上分析they似乎只能指代government但是这里明显是单数阿！

我又仔细看了下，觉得还是应该指代government's estimates；因为suggesting是做disgree的伴随动作状语，而some consumer groups 是disgree得主语，主语本身不可能suggest他自己too optimistic

为什么语法注释上说
C 被动语态表达不清啊？

for consumers and businesses making a large number of long-distance calls 介词短语修饰
costs 合理
cuts 后接分词 made by the Federal Communications Commission 简洁
另外 The government's prediction 和 the government's estimates 平行

除了语法注解上说的 prediction 不及动词表达更准确，C 还有什么错误呀？

C is ambiguous because it can read as:
- The government's prediction [that is costs] will be greatly reduced by...
OR
- The government's prediction is costs [that will be greatly reduced by...]

E选项犯了一个逻辑错误，For放在句首，好像是修饰predicts的，逻辑意义上不对。
有歧义。

For在这里表原因，此时for是conj.，应该接句子。

另外，我认为c中的government's prediction和government's estimates对应的好，哪位能解答一下？
