偶明白此题涉及的修士歧义，但是偶不明白A，B的时态问题，在此题中白勇的书上p97上对B的解释怎么都是一样的“表示问题出现发生在措施的提出之前”？？B这样就不合逻辑，A同样就合逻辑了？？？这里的过去完成时如何判断的？

我对用HAD有疑问虽然有SAID.但是HAD是说在过去某个时间点前完成啊. 可是当他们SAID的时候,PROBLEM并没有停止存在,仍然BE 啊. 应当是用HAVE 啊. 请哪位NN能帮我解释一下，先谢谢了！！
