78. The following appeared in the editorial section of a local newspaper.

“This city should be able to improve existing services and provide new ones without periodically raising the taxes of the residents.

Instead, the city should require that the costs of services be paid for by developers who seek approval for their large new building projects.

After all, these projects can be highly profitable to the developers, but they can also raise a city’s expenses and increase the demand for its services.”

超级难攻击的～～

就只看出一点：developer 的profit 高也不一定应由其支付～～～

不明白最后一句指什么意思，怎么推出的

“but they can also raise a city’s expenses and increase the demand for its services.”

哪位NN能帮忙找一找～～～

2. 这些项目不止给开发商带来收益，也给当地带来收益，比如商业税收，提高就业进而增加本地人收入...

3. 即使应该由开发商支付，应该由项目获批的开发商支付，而不是所有寻求项目批准的开发商支付

1、the fact that the developers stand to make profits from their projects is not a good reason to require them to pay more than their fair share of the costs of services.

2、the increasing demand for city services as well as the increasing expenses wukk most likely be offset by the tax revenues these projects generate.
