they又直待的是谁?无论是government还是consumer group,说他们乐观都很突兀啊!而且前面也没有任何
线索可以suggesting too optimistic啊?

根据prep的解释,两者似乎没有区别。a part of 和part of似乎也没有区别。关键是part修饰的对象和of之后的名词必须是概念对等的。

谢谢楼上,关于指代的问题已经明白了,但是suggesting作为分词在句尾,作为伴随状语,从句意上看,肯定是修饰though引导的分句中的谓语动词。我的问题是,难道suggesting不会被认为是修饰主句的么???一般这种情况不都是认为有歧义所以不对么?进而会被换成没有歧义的从句??
请指教

我认为suggest的逻辑主语不是some consumer groups,而是The government predicts that, for consumers and businesses that make a large number of long-distance calls, the Federal Communications Commission's recent telephone rate cuts will greatly reduce costs,整个句子

其实说明他还是有歧义,你可以理解成主句主语government发出的动作,(虽然我不赞成,因为government不可能自相矛盾的predicts同时suggesting... too optimistic)但是单单从语法上看,他确实可以这么去看。说明还是不好。
另外如果是你说的划线部分的句子是suggesting的修饰对象,但是很明显这两个部分完全没有逻辑意思的关联性,难道是“政府预测FCC最近的电话费率减低将很大程度上削减费用”伴随着“暗示他们太过乐观”?
