虚拟语气，动词原形，另外这里balance是一个及物动词，预算被保持平衡，（预算不可能自己保持平衡），所以要用被动语态，that's it

mandate that the state budget (should) be balanced

记住should要省略就对了

那当拿到一道新题时，怎么能判断出要用虚拟语气的呢？都什么词是比较典型的要用虚拟的呢？
