我的理解是如果后面有逻辑意思不能省略的情态动词, 则that be结构是不可以改变的. 其它的似乎OG没有强调过.

我个人认为跟两种表达所指的范围有关系。

weather conditions that cannot be foreseen是指“没能被准确预测的天气情况”，用被动的表达方式突出了产生没能被准确预测的原因可能是人为的，也可能是技术上的，也可能是这种天气的自身属性。

weather conditions that are not foreseeable是指“具有不可预测属性的天气情况”，强调是天气自身属性，跟预测它的其它客观因素无关。

用D，改变了原句的意思。
