我不知道自己的理解对不对:
number of people in the prison= existing convicts in the prison (存量) + new ones (流量)
new prisoners又由number of cases brough to the trial, rate of conviction, percentage of people convicted of crimes who are being given prison sentences 这些因素决定
文章说因为前两个因素没有上升,所以推得是第三个因素上升导致在监狱中的凡人多了
而C说,Barraland改革了criminal justice system,所以被判入狱的最低年限长了,也就是说存量多了
所以就削弱了argument
