我觉得

可能是因为文章中没有提到other riders

Low-income riders would be more likely to take advantage of the savings afforded by the 9-token offer than by the 18-token

好像更合理一些我也做错了这道题，所以不敢确定

文章推理是：因为 $20.00 outlay would be prohibitive for low-income riders，所以应该采取9 fare tokens be sold for $10.00的策略。
问上面推理的假设。

B. Low-income riders would be more likely to take advantage of the savings afforded by the 9-token offer than would other riders. 文中没有出现other riders，所以这个比较无意义，无关；

一下子拿出20块钱对低收入家庭来说是一笔不小的支出。换成10块钱一套就相对好点。再举个例子，比如可支配收入只有15块钱，就买不起20块的套票了，只买得起10块的。

最低门槛从20块降到10块。

属于新概念，文中未出现不可臆断

B说lower-income riders更能take advantage of savings afforded by the 9-token offer than other riders，这个偏题了，因为题目讨论的是是否能更好支付，而不是是否更好利用省下来的钱，并且other riders是个无关概念

恩，如楼上所说，B项提到一些原文没有的要素。而C项里只有原文提到的要素，而且对比比B项更直接
