A选项SEVERAL这个词说明的是几个，影响不了大局，所以不能选。而D选项有95%，说明绝大多数候选人不是highly qualified" 就是"very highly qualified，反正只要是个候选人基本上都QUALIFIED，所以以QUALIFIED作为标准不可行。
