A，D for+ing，表目的，应排除。
control的用法和时态，for controlling排除；control的结果只是假想，不一定能达到，所以用that would control比较好。
forming 与whcih从句，两个用法中，我倾向用前者

I think B is correct.

the word "which" in option C, D and E has unclear reference.

A "for controlling" is grammatically unsuitable here.
