B和C Programs 和 is 主谓不一致吧, A which 不地道，D they有歧义，so that E

C的主语是developing program 这件事情啊，为什么不能用is呢？

我刚刚做了这道题，我觉得 C 的确没有单复数的问题，C 的问题是意思表达不好。原文是说这一类节目被禁止了，C 倾向于表达的是某种制作节目的方法被禁止了。

同意你的说法，再问一下C中的as previous prohibitated用法对不对呢？

在C中没有找到as previous prohibitated，C中说的是as once prohibited。

个人认为as once prohibited语法上说的通，因为朗文字典里说once有三种词性，副词，名词和连词。作副词就可以讲得通。

如果是as previously prohibitated 好像也可以吧
