104. Spending on research and development by United States businesses for 1984 showed an increase of about 8 percent over the 1983 level. This increase actually continued a downward trend evident since 1981 – when outlays for research and development increased 16.4 percent over 1980 spending. Clearly, the 25 percent tax credit enacted by Congress in 1981, which was intended to promote spending on research and development, did little or nothing to stimulate such spending. 問假設為啥(a)不對

(A) Business spending on research and development is usually directly proportional to business profits. 我的想法是正是因為他假設通常r&d會和營收有關因此政府政策沒有達到這個效果請問哪兒有問題? 謝謝!

题目根本没有提到Biz Profit啊。

我猜想可能是会架设这种Tax Credit的效果在一段时间后才能显现之类的，很不确定地说。

LZ可否把其他几个选项也列出来。
