答案是A,想问问C为什么不行，不是更简洁吗

个人觉得，C的逻辑意思不对，把C代入，简化下句子：A president is liable to be severely disadvantaged.原文要表达的意思是总统很可能处于不利的位置，而C表示的是总统很可能被处于不利的位置，变成了被动,似乎是有人使他变的不利了。

还是觉得有点不大明白，disadvantaged可以用做形容词“处于不利地位的”，不一定把它想成形容词。。。

liable to do something
likely to do or say something or to behave in a particular way, especially because of a fault or natural tendency [= likely]:

The car is liable to overheat on long trips.

He was liable to just show up without warning.

虽然上面说liable=likely

但GMAT很多例子告诉我们, 要忠于原句意思,C不但把A的likely改为liable, 还把unable 改为cannot, 意思是不一样的,注意unable表示能力,can表示可能性

In C and D, cannot
often carry out suggests that a President with limited time suffers only
from an inability to achieve legislative goals frequently, not from a frequent
inability to achieve them at all.
