可以这么省略么？我选的是c，至少没有大错吧

省略的原则是要省都省，不省就都不省。

C 中的and 后连接的句子和前面两句结构不平行。

在某些情况下,并列结构的第二个成分的谓语动词可以省略:两个句子并列,第一个句子含有be动词或者become,第二个句子中的be动词或者become必须省略,同时,一些重复的名词或形容词也必须省略.

例: Once the economic and social usefulness of the motor was demonstrated and its superiority to the horse proved, ... (proved 前省略了was)

我觉得A和B是一定不对的，因为streets能够被清洁，fire code可以被加强，但是crime rate怎么可以被减少呢。。。

只能说减少犯罪率而不是犯罪率被减少。所以三个动词在逻辑表达上不能同时并列并省略be，第三个动词前必须没

有be。

我现在做真是界面版得答案是D，那么来看一下C和D的区别：

C: could be better enforced, and it could reduce its crime rate
D: better enforced, and its crime rate could reduce

如果根据省略原则里要么全省要么不省来看，C应该是更合适的，但是后来想了想，C还是不对的，因为and后跟了

一个完整的句子，那么大结构上是两个句子的并列，在第一个句子中两个动词的并列，于是这么做首先改变了句子

的原意，其次前两个并列成分中间必须有and连接，所以C是错的。

D里面，三个名词+动词的平行，很工整，因为第三个动词从逻辑表达上看不能加be动词，所以不能不能与前面两

个名词共用could be，于是补出动词could。逻辑OK，表达OK，平行OK。

为什么crime rate不能被减少呢？reduce the crime rate不是很常见吗？
这个题目如果要平行的话，就应该像2楼说的：could be better enforced, and its crime rate could be reduced，但是没有这个答案啊~~
所以这里应该是独立主格吧。。。its fire code better enforced, and its crime rate reduced 伴随修饰the city’s streets could be cleaner~

谢谢LS关于独立主格的解释，在语法上分析是蛮有道理的，之于语义，感觉又不对...
我是这样想的：
在这里its fire code (be) better enforced, and its crime rate (be) reduced如果是独立主格的话，省略be在语法上是成立的；但问题在于，如果是独立主格，那么需要修饰主句，if是从句，那么如你所说主句应该是the city's streets could be cleaner。但如果是这样的话，在语义上street，fire code，crime rate三者应该是平行的呀，如果管理实践提高，那么以上三者分别是该措施带来的结构，如果将后两者分开理解为修饰成分，感觉是改变了原句意思...
所以我认为对于B的解释，还是省略后两者的could be比较合理，只是不太懂为什么可以这样省略，SVO中把重复的V省略... 感觉好奇怪...

另外，关于reduce，我认为不能用crime rate reduce，表示减少的时候是及物动词，并且逻辑上也不通呀，应该是sb/sth reduce the rate... 如果换成decrease的话应该是可以的，所以可以排除DE了...
