答案是C。

问：文段说only those private planes equipped with radar, most of the private-plane traffic would be forced to sue outlying airfields. 我搞不懂p-plane和radar的关系了。既然规范了装了radar的p-plane后，大部分就不停机场了，那为什么答案又说前提是most p-planes没有装呢？不是应该前提是大部分都装了吗？

还是题目的意思是p-planes分两种，有的装了radar有的没装呢？

题目说有两种私人飞机，有雷达和没雷达的。规定是有雷达的可以和商业飞机一样在中心机场，没雷达的只能在郊区。如果很多没雷达的私人飞机都在中心机场肆虐，那其他没雷达的私人飞机当然不甘心停郊区啦。所以要SUE。

这道题我也纠结了一下最后想明白刚开始不明白完全是英文理解不到位结论是most of the private-plane traffic would be forced to sue outlying airfields ，他的论据是一个if引导的假设If the airspace around centrally located airports were restricted to commercial airliners and only those private planes equipped with radar 这其中其实是有一个gap的。机场上空只允许commercial airliners 和有雷达的private plane 推出大部分的私人飞机不得不申请停在郊区这个结论成立的前提应该是大部分用centrally located airports 的私人飞机是没有雷达的也就是说用centrally located airports的私人飞机中有一小部分有雷达，这样结合论据：机场只允许有雷达的私人飞机停留，而大部分私人飞机没有雷达所以只能去周边停了才能推出结论大部分的私人飞机只能停周边。
