这个题目的正确答案是E，我觉得应该是D。

我大概了解你会觉得形式一样为何答案会不同。

比较题的焦点，谁跟谁比较很重要。
第一题是人跟人比，如果你选D，是人跟enrollment比
第二题是energy跟energy比

这些你可能都知道，查了一下字典enrollment: the number of people who have arranged to join a school, university, course etc
或许这是他不能跟people比的原因吧
