这道GWD答案是C，但是少了一个that吧？我选的D，不对吗？

可以查一下announce 用法
announce something to somebody

如果announce + N，此N剛好用to，像announced
a plan to impose new
controls on

而且為了表達ing，用to be closing似乎讀來奇怪
