A。实际就是另一种说法：这个地区的居民的每人消耗大米的数量不会变化（减少）。

因为种植面积不变，而且每亩产量不变，同时人口增加，如果每人消耗的大米都不变或者增加的话，那肯定要进口了。（反之，如果每人消耗减少，倒是不一定就进口）。

所以A对。
