who..是一個形容作用，C是用who形容人

        但是重点是错的内容



        表示错的内容在C被放到形容人中

        而在D与 at fault for直接连，直接许多。

就结构看，C有两个it，会不会有指代问题，这个我不确定，只是很怪

我认为C选项中的who have not anticipated 用完成时错误，原文没有任何信息提示需要使用完成时表达。
