我的问题：主语是“the predominant industries and the regulatory environment of each state ”即两个中心词“industries and environment”，前者是复数，后者是单数。按照主谓一致就近原则的要求，谓语应该跟后一个主语“environment”才对啊，即谓语“determine”为单数“determines”，为什么这里谓语是复数形式呢？想不通，请大家解答。

要是用and連的，都是複數。
主謂一致就近原則是or, nor那一类的词
