case = situation
as be the case + 介表示....是常有的情况。

例句：He was late for school, as was often the case with him.他上學遲到，但這對他而言已是家常便飯了。

as是关代，代表前面句子描述的情况。
就本题，as就是代表後面的情况。

个人觉得这个可能是as引导比较状语从句（有待NN验证和继续考证）的习惯用法，如果as从句描述的是已经发生的，就用陈述语气；如果表示假设，从句要用虚拟语气的。表示“如果B也...的话（与前面的A...相对），B也会同样...” （不知道有没有说清楚

）

先看陈述语气的例子：

If the
employees’ acts have been so contrary to the interests of the shareholders, as is the case with A.I.G., then
payment of the bonuses is unconscionable and the obligation can be voided.
NYTIMES上找的，

虚拟语气除了本题，看另外一个例子吧，前两天注意到的，说要好好总结一下as的用法的，一直拖着，

。比如OG-11在CR 65的解释中说道：

A consumer among the 45 percent of owners jogging only once a year may indeed wear jogging shoes every day, as might be the consumer among the 55 percent wearing jogging shoes to jog even less frequently.

所以，如果表示假设，as从句是要有虚拟语气的。的确，as be the case with是非常常见的，在NYTIMES.COM一搜一大堆。我想GMAC不会变态到不承认这些用法吧，

用排除的...
为什么would有点浅见...因为平时那些用法说as the case of blabla，一般我们这样说的时候是因为明确知道有这样的例子存在
但对于这道题虽然我们知道这个星会怎样怎样，谁都没有看见过，本身其实带有一定的不确定，所以用would..

关于楼上们关于虚拟和不确定的观点都很认同。个人认为还有一点就是，不要随意增添或删去原句（也就是A选项）中的情态动词、助动词。
