TTGWD2-Q15: AC

Critics suggested alternatively that 9 fare tokens be sold for $10.00, because a $20.00 outlay would be prohibitive for low-income riders.

18 fare tokens be sold for 20是怎么个意思呢。。？？

18 fare tokens be sold for 20 就是 18 张票打包卖 20块,本来应该22.5, 为了实惠low-paid

critics说20一包还是prohivitive,要10张一包才好 assumption就是,10块就不prohibitive了

A 中 the same number 明显无关又不是问total income
