B说道过去三年工资增长，文中没有提及啊，而且不知道市长上任几年，因此可以排除（说不定他上任一年，前两年都是别的市长的功绩呢，呵呵）。

D是可以的，失去的工作工资的等于平均工资（或者小于），那么新增的工资更高，则肯定整体水平增加了。
