如果是住所以主谓必须齐全，而且这道题主句和从句的动词并不一致，为何第一句没有谓语那？

楼主，E选项用的是省略。状语从句的省略：满足下列三个条件可以进行状语从句的省略（1）although,even though, when, unlike, unless, if 等连词的存在；（2）从句要有be，（3）从句主语与被修饰的主句主语是一致的。在这种情况下，状语从句中的从句主语和be一起被省略。
所以选项E是有主语的，主语就是polio,如果非要把前一句补全的话就是：altough polio is been eradicated in the united States, polio.....
