Formulas for cash flow and the ratio of debt to equity do not apply to new small businesses in the same way as they do to established big businesses, because they are growing and are seldom in equilibrium.

这道题目中，我想请问formulars是指cash flow 和 the ratio of debt 的还是单指cash flow呢？另外，to equity 是单指ratio of debt 呢还是包括cash flow呢？我想请问如何识别for 和to这种修饰成分呢?  非常感谢

formula指的是cash flow的formula

the ratio of debt to equity是连在一起的，意思是负债比所有者权益的比例

整句的意思是

现金流量表的规则和负债比所有者权益的比例不像适用于大公司一样适用于新成立的小公司，因为小公司发展不太稳定平衡
