Penn State 只给5000奖学金。MBA排名较U Connecticut靠前一些。

U Connecticut给GA（免学费+每年9000补助；每周工作10小时）。

It depends what is your plan after MBA and your visa. If u has green card and want to work in finance service or healthcare insurance, then Uconn.
If you don't know, then Penn State.
