would 简单看就是过去的推测「可能会」，不是已经的意思

第二题如果是代词有问题：by "opposition parties" = "They" offer

第1题A选项：正因为大多数人都把修好铁路后公路的通畅视为最大的福利，也就是说他们平时都选择公路交通，因此铁路扩建并不能分流公路的人流。
