第一个题目应该出错在 generalization:
before
1930 the quality of the original carpentry work is generally
superior to that in hotels built afterward.
选项说:
The
better the quality of original carpentry in a building, the less likely
that building is to fall into disuse and be demolished.
因为不好的建筑反过来说就会不存在,能留下的都是好的,所以不能很广泛的说1930都好。在进一步想,现在的房子不代表不好或不能经得起考验呀,因为时间还久。两个物体在不同的时间长度作比较容易出问题。

黑体字那题,我觉得可能是在这句话出问题 holding that the policy is not needed.

    就是陈述理由的方式,D讲政策不需要C 讲政策达不到目标的原因。

因为那句话只讲别的方法可以达成,没有指出他为何不需要的原因。
