过去完成时应该有一个明确的过去的过去,而且前面是现在完成时啊,不可能表过去的过去的

C分詞的描述對象變成是4 million to 6 million of the 100 million votes cast,語意完全不對。
D cited之後應該要接以that為首的名詞子句(紅色[ ]的地方),省略不應該省的that.再則,這個子句裡結構過於複雜,不簡潔,所以也不選。faulty voting equipment, confusing ballots, voter error, and problems的真正動詞應該是had not been counted,當中又用了兩個that子句 { that……..cast} 應該是名詞子句,(vote that were cast)的that 應該是形容詞子句
E 則是使用的時態錯誤。過去完成時應該有一個明確的過去的過去,而且前面has estimated是現在完成時啊,不可能使用had not been counted。

C 选项中,是否可以这样分析,a new study estimates被放在了最后,所以句首的分词短语的逻辑主语发生了变化。

个人觉得D将句子的中心改变了,原句是想要强调那个结果,而不是引用了什么,个人见解哈~

里面有明确的时间状语in the 2000...所以不可以用had not been 这个过去完成时态,不知道对不对。

如果e选项把has estimated 改为estimated 在语法上就应该说得过去。但是还是不够b简洁,清晰。
好像长句一般结构都是把修饰短语提前,再出现主句(主谓宾)。这样就能让句子清晰且突出主句~

in estimating有歧义,逻辑上应该修饰has cited,但结构上又可修饰problems。
