It is true that a lot of Chinese/Indian students got into b-school after their Ph.D in US.  But most of them went to US after received their undergraduate degrees from top tier  colleges in China.  For them, TOEFL/GRE/GMAT is just a piece of cake!  When I went to Cornell for visit, I met with professor Ming Huang (a tenured full professor).  He got his PhD in Physics first, then decided to switch to finance, so got his PhD in finance. The bottom line is that if he is VERY smart and worked hard.

So if you want to apply for MBA, then do it.  Considering your background in Engineering, you should have a GMAT score >=720 to be competitive (I knew a few MBA applicants who got their PhD in science or engineering in US; All have GMAT >720 in their 1st test).   Fully prepare GMAT and TOEFL.  If you can find a job in an internationally well-know company, it will be helpful.

I like doing some mangerial jobs in big companies, but I'm not sure whether it's easy to apply for a MBA program in these companies. So I metioned IB and consulting firm,in which I know it is quite easy to get an offer from top b-school.

Check "student profile" in top b-schools websites.   Many MBA applicants are from industries.  Try to land a job in international corp. It will polish your English and learn how to deal foreigner. maybe your supervisor will be a MBA graduate from top b-school. he/she can give your advice and write rec letter for you if your work makes him/her happy.
