The answer is C. Why? "it" refers what in C?

"it" refers to the rate of increase of the minority population of the United States,

如果觉得it的指代不够合理，那么其余任何一个选项都有极为明显的错误。

the rate of increase of the minority population of the United States 的最核心的部分是rate，其余都是修饰rate的，而rate是个数字，不能用fast修饰，所以排除A，B，D。而E当中缺少比较的对应部分
