imo, you'd better email program directors/coordinators to ask. i guess, most of them will waive your gre if its required, not sure about gmat.  
btw, assuming that you want to work in financial industry, i think mfe program might be the best choice, coz it saves a lot of time and also engineering phd + mfe background is absolutely strong enough to guarantee you a decent job on the street. good luck.

nobody knows the answer to your question "which is easiser to apply" until you get the rejection letters and offers next year.
since you've got engineering phd degree and project experience in us, i could only say that both are BIG plus to your applicatoin, which means you can take a shot at those top mfe programs like another cder said here.
money is always a big concern, but time is priceless, 1-2 yr vs 5-6 yr? i was told some top mfes do partially provide financial support but its very competitive and not that much.
again, assuming you want to be in industry rather than academia in future, engineering phd + mfe may be the best degree combination so far for job hunting.

不过对于已经读了phd的人来说再读个phd,时间似乎又太长了......

lz如果不读金融难道没有decent的job嚒?

楼主不读金融也可以从事金融业工作的,PhD不管最终如何,脑中还是要以Academic/research为核心才是,反正我是这么想的。

really depends on your major and your phd school's reputation bah. without more information, it is really hard for the experienced buddies here to provide you with helpful advice.

anyway, to earn your phd degree within 3 years is quite remarkable

3年多一个phd,还是小本过去的,老板够好的,没使够了才放。
