On average, CEOs earn 419 times the pay of blue-collar workers now. On average, CEOs earned 42 times the pay of blue-collar workers in 1980. Look at the big difference between these days and 1980!!!

This is what the writer intends to tell us.

The usage of ratio:

1. the ratio of A to B is ? (a figure).

or 2. the ratio between A and B is ? (a figure).

1 is more usual than 2.

A and E is excluded. "The ration of + a figure" is not idiomatic.

The usage of "times":

A earns three times the pay of B.

A's pay is three times more than B's.

A's pay is three times as much as B's.

A earns three times as much pay as B does.

A earns three times more pay than B does.

The five example sentences do the same job.

Thus D is exlcuded. If we use the generative method, we can generate the following two sentences from D. First, A earns two things: pay and B; and A earns more pay than B. Second, both A and B earn pay, but A's pay is more than B's. Both these sentences can be grammatically inferred from D.

The usage of "compare A to/with B":

1.Someone compares A to/with B. People use such a sentence to examine people or things to see how different or similar they are.

2. A compares to/with B. This sentence means that A is similar to B, either better or worse. Now let's examine option B, particularly the expression "a ratio that compares to 42 times". 419:42? You do the math. What a big difference! These two figures are not similar by any means.
