这道题目A 1972 agreement 到底应该用reduced还是reduces?

我选C,因为不是说法律法规应该用现在时吗? 但答案是A

这个法律法规是不延续到现在的，是对过去the amount of phosphates that municipalities had been allowed to dump into the Great Lakes的限制，现在不适用，所以显然应该选择过去时

我又想了想,发现本题并非说A 1972 agreement 的具体内容，而是说A 1972 agreement 的实施效果。所以用reduced表示结果。

我觉得had been allowed to 发生在1972之前，所以需要过去完成时，呵呵。

OG11的答案是D。法规是在过去通过的，所以是从过去开始reduce,但因为到现在还是有效的，所以对现在的动作are allowed起作用。

有没人关注这个问题呀。我刚做完OG 11，然后开始做大全。这个题是OG 11的62题，是大全最开始的第二题，也是SECTION 14-19题。问题在于，OG 11上说答案是D，而大全里这道题出现两次，答案全是A。引用大全的说明的最后一句话：试题及答案均经无数遍仔细校对，是无比准确的电子版本（正确率基本接近词典级水平）。

我该相信谁呀？
