Wrong: C

Right：E

A、B，可以说XX highway was the greatest ...，但不能说 the greatest ... was XX highway

C，fragment，没有主句谓语

D，was extended被动不好

E is the best

[CH1]which后面需要接完整的句子

[CH2]缺少谓语动词

[CH3]多余

字典的例句：The wet weather extended into September

A,B的问题不在前半句，。。。road system was the highway。没问题。

但两者的后半段都错。一个which莫名后有逗号分开。B and前有逗号，表示两个句子的并列，over。。就是插入语了，不看。and前后句子逻辑也没法并列，结构也不平行

being的用法有问题? 还是逻辑意思上的问题?

谓语是was B里面的and没有跟谓语平行。
