我觉得OG的意思是说to be在这里是错的，换成by才在语法用词上成立
但是并不是说换成by，D选项就对了
此外，D改后的句子中，such as到底是修饰什么，我也不清楚

这里的such as by allowing...应该是修饰句子主语pressures的, 因为such as前面有逗号隔开, 并且by allowing是主动形式, 对应句子主语更好.
