个人选D，主句U.S. families ....用了一般现在are，while从句用过去时逻辑意思不对。

btw, where is "from 2002 to now"?

对阿，主句是用的现在时态，一下子被自己给绕进去了。

不过从意思上，from its 2002 low,也感觉用现在完成时
