查了前人的帖子，似乎是说mandate sb to do是不可以的。但是have a mandate如何呢？我倒是觉得D\E错在不该把原本一个动词mandate就可以完成的句子搞成用名词have a mandate，这就犯了ETS的简洁原则了。向大家请教。

mandate sb to do sth是正确的用法,但是mandate sth to be done是错误的。
