Lower是形容词,是长度,高度的概念.
后面是数字,要求用less修饰。如; 修饰时间，数量和距离等的复数名词前用less.如 less than three weeks, less than four hundred dollars, less than fifty meters.

OG说这里要求noun,但我觉得这里less应该是pronoun.

我对这题一直有疑问。本人觉得og说less是名词显然是错的。less than 1 percent of结构，less做形容词，percent是名词，less修饰percent。

这里的lower就是修饰的income,income不是高度长度。我认为这纯属是修饰习惯的问题。
我也认为如果把less当成名词是错误的，因为一，less (名词）than 1 percent of 不能构成比较级结构，就是名词不能引导比较级，必须是形容词或副词引导比较级。二，形成双名词，less(名词1） percent（名词2）
正确的解释应该是less than 修饰 1 percent
