seldom 表否定意义，所以后面的连词应该用or，而不是and，所以首先排除A,C,E.

D，which 引导的非限定定语从句，逻辑上应该是修饰的是The Erie Canal ，但是语法上修饰the rugged wilderness of upstate New York。

个人认为B is the best.

那么，时态就应该是现在，排除B/C/E,

因为是预测11月的情况，所以target 提升应该用将来时。

所以，A is the best.

for weeks 所以用have been doing 而且continuous也是对have been 的一个提示

并且 predict后面不用would虚拟，直接will搞定
