答案讨论出来是A, 我有点模糊. A的谓语和宾语是什么? also establsihed 跟谁并列?

主语是the act，谓语是established

also是副词，不一定要并列，用also只是因为act的定语从句里说那个act 决定把首都迁到华盛顿，然后到谓语的时候，说“那个act同时也established了。。。”

B which 修飾的對象有可能是congress,或是act,意思不清楚，同時 making….隔空修飾act,用法不佳。
修飾語使用的四項基本原則：(白勇, p218頁)
1.修飾語的修飾對象必須明確合理
2.修飾語儘可能貼近修飾對象
3.跳躍修飾的判斷方法
a> 先就近修飾，再跳躍修飾
b> 利用主詞動詞一致性，修飾名詞子句

B which 修飾的對象有可能是congress,或是act,意思不清楚，同時 making….隔空修飾act,用法不佳。

that 指代对象，表面上有歧义问题即可指代 the act 又可指代 Cogress

Q20: Approved April 24, 1800, the act of Congress that made provision for the removal of the government of the United States to the new federal city, Washington, D.C., also established the Library of Congress.

关键还是 also 用的好，表达了established 的逻辑主语和 made provision for the removal of 的逻辑主语是一样的，Congress 不可能做 established 的逻辑主语，所以避免了 that 指代歧义。

E中虽然语法没有什么错误，但是establishing作为伴随表结果，却和主句made provision for...没有明显逻辑关系，所以不如A好。

当发现多个选项无明显语法错误时（此题为A和E），别忘了考虑句子中心是否偏移

A还是有个问题啊， that无论修饰谁都是一个限制性定语从句，那么在WashingtonDC后面为什么还有个逗号呢，按理说主语和谓语之间是不能有逗号隔开的啊

唉，果然是这样~~感觉GWD里面至少出现过两次将also当做副词的情况，

that同位语从句吧，具体说明act of congress 是什么的东西滴~~Washington, D.C只是进一步说明new federal city,

我觉得Ｅ不光有句子重心的问题，establishing句末做状语修饰主句made动作，显然与原句的意思不一样make provision和establish library of congress这两个动作应该可以视作没有任何联系

这里应该表达的是，法案的内容确认建立图书馆吧

句意：某年被通过的XX法案（该法案准备迁都）建立了国会图书馆
B C错的比较明显就不说了
D的错误
1. “approved..." 和  "making..."  两个n modifier 堆在一起，错。
      n modifier的使用有三个要素       1.touch rule,modifier 要和所修饰的n紧挨着
      （具体看manhattan modifier章节）          2.被修饰的n在句子中必须存在不能省略
                                                         3.n modifier 不能过长，且不可以把两个长的modifiers房在一起或放在N的后面，会引起歧义
2.“approved。。。”违反了touch rule,逗号后面没有出现它要修饰的N

E的错误
“establishing。。。”是N modifier修饰紧挨着的名词 washington，DC  ∴错。

看了好多解释之后终于发现最大的问题在于 ALSO不是连词！！
Manhattan和语法网站上写的Coordinating Conjunctions只有FANBOYS：for,and,nor,but,or,yet,so
