21. A proposal has been made to trim the horns from rhinoceroses to discourage poachers; the question is whether tourists will continue to visit game parks and see rhinoceroses after their horns are trimmed.

(B) whether tourists will continue to visit game parks to see one once their horns are
(C) whether tourists will continue to visit game parks to see rhinoceroses once the animals’ horns have been

can't see any reason why A should be eliminated

21．排除选项：表示是否用whether，不用if，排除D，E
选项A：their指代有歧义，优先指代tourists
      see不知道和谁并列，动作目的用不定式表示
      时态有问题，应该是完成时，表示已经被割掉（角）
选项B：one无指代
      their指代有歧义，优先指代tourists
      时态有问题，应该是完成时，表示已经被割掉（角）
选项D：if错
      see不知道和谁并列，动作目的用不定式表示

1, it's just a presupposition. how can u judge it's finished?
2, do visitors go to the game park just to see rhinos? or, they go there to see zebras, giraffes, ostritches, rhinos, etc?

我认为，B还是应该靠one 和their排除。时态问题，除非有明确的提示词，如：since，不要轻易用作判断依据

但是如果是按就近指代，their不就是指代rhinoceroses吗，为何说指代不明呢？

还有，完成态是一定要用吗？还是都可以的？

这个完成时确实有问题，OG中很多解释都是优先用事态进行判断的。

不明白after their horns are trimmed 和once the animals’ horns have been trimmed 有什么区别？

怎么说哪个好呢？

能否解释一下their优先指代tourists的理由？按照就近原则应该修饰rhinoceroses。难道代词都优先指代句子主语？好像gmat中代词前面如果有多个名词的话，og总会说ambiguous，难道gmat不认可就近原则？

我对A选项被排除也有疑问。IMHO, 觉得their的指代不应该有什么问题，因为tourists（人） don't have horns but rhinoceroses do是common sense。还有答案C里的完成时也很有问题。通常而言，proposal is only a proposal. It doesn't imply that it will be approved or has been executed。

也不能确定游客一定没有长角，比如牛魔王啊羊角怪啊小龙人啊，确实有歧义，还是直接用animals好
