E的话，likely就变成副词了，这样E的主谓表结构就成了 its effect on their size is not to be significant，be to do表将来时暗含“有职责义务去做”的意思，放在这里就不合适了

（如果，E变成its effect on their size is not going to be significant，那我就觉得A和E都没问题了）
