这个题目正确答案选D。
我从句子意思上理解这个题目应该是CPG这个女权主义者呼吁公寓要提供托儿所，而郊区的居民区要提供社区活动设施。
基于这样的理解我认为这个句子应该是改为to include *** and for clustered suburban houses to include ***。这样才对。但是没有这样的答案。为什么选D，我实在是理解不了。请高手指点。

可是并没有哪个语法书和字典上说call for to do这样的用法是不行的呀。而且从意思上理解，D的用法也解释不通呀。这样下次再遇到类似的题目，那我还不是同样的错。如果不能避免下次犯同样的错误，那我做这道题就失去意义了。是吧？

C and E are not correct because they have both "include" and "with". I feel those are duplicated terms.

A misleading the meaning.

call for sb to do有这个用法,但 to do前面的必须是动作的发出者sb,而此题中的house或者apartments 也好都无法做为动作的发出者,因此,用call for sth to do的用法明显是错误的,
