I am for E.

see definition of "percentage change" google it. you will find that Percentage change= (xnew-xold)/xold*100% that is it!!

it is different with "the change of the percentage change", please trust me. somebody makes tons of tons mistakes. If you ask more questions I will show you more mistakes that most people have made.
