The answer is C. But I am quite confused. I think the first half C states us correct, but the second half is wrong. The strategy in the fisrt boldface should be to charge the maximum possible price, but the strategy in second boldface should be to charge less than the greatest possible price. The C choice regarded them as the same one, why?

charge the maximum possible price应该不是strategy，这里用的charge是一般时态，所以这句话是一个evidence，也就是一个consideration。
