解释没有提到C,D,E选项应该用现在完成时的问题。可是我觉得既然有了since 1990这个时间状语，主句是不是应该用完成时呢？

也就是说如果C,D,E有哪个没有其他错误了，是不是也可以根据exceeds没有用完成时态来排除它？
